Recruitment Notes:

Miami-Dade Public Housing and Community Development (PHCD) is embarking on a comprehensive redevelopment initiative to preserve our public housing of approximately 9,000 units that house families of the lowest incomes, seniors and the disabled. This is the first time that the County has had an opportunity to comprehensively plan and implement transformative improvements to the living conditions of those in public housing and surrounding communities. PHCD recently received a portfolio award from HUD for the Rental Assistance Demonstration (RAD) Program for the redevelopment of 6,424 units.


The RAD Program Manager is a highly responsible professional and supervisory position which will manage the RAD County-wide program.  Work involves the management and execution of large, high profile and complex redevelopment projects using the RAD program.  The incumbent will be responsible for coordination and management of all aspects of the RAD work plan.  Work includes conducting high level meetings with HUD federal reviewers, compiling and submitting applications and documents to HUD, assuring compliance with RAD program regulations, overseeing consultants, reviewing developer agreements and proformas, and drafting RFP documents for the developer procurement process.  This position will be responsible for managing public meetings with residents, stakeholders and community organizations.


Pursuant to the authority in Chapter 8B of the Code of Miami-Dade County, when there is a declared state of emergency issued for any portion of Miami-Dade County, all employees of PHCD will be required to adhere to directives from the Mayor or the Mayor’s designee to report to work and perform all duties assigned during a declared state of emergency.
