The Housing Authority of the City and County of Denver (DHA) seeks an experienced professional responsible for coordinating housing development for Denver's Road Home to ensure achievement of all goals, objectives and outcomes related to housing and human services.
Summary of Job
Development and facilitation of housing goals and developments specific to the Denver Road Home (DRH) and homeless community. Work closely with the DRH team to provide leadership and management oversight for housing contracts and developments specific to DRH. Coordination of DHA Housing Choice Vouchers (“HCV”) in collaboration with Denver Human Services (“DHS”) for issuance of vouchers under the Local Preference (“LP”) Program and Volunteers of America (“VOA”) Public Housing (“PH”) set aside with DHS. Ensure overall program compliance for HCV PBV and LP programs as related to the referral, selection and approval process.
Essential Duties and Responsibilities
Provides coordination and support between developers, DRH and DHA for housing programs that include HCV Program, VOA Family PH Program, U.S. Department of Housing and Urban Development (“HUD”) - Veterans Affairs Supportive Housing (“VASH”), and HCV PBV programs.
Works closely with DRH, homeless persons, housing developers, neighborhood leaders, legislators, policy makers, nonprofit providers, financing authorities, elected officials and funders to advance the housing goals and developments specific to DRH and homeless community.
Participates on Project Homeless Connect Planning and Event.
Works closely with the DRH’s leadership team, including weekly meetings with DHS staff and ongoing interface with the Advisory committee for People Experiencing Homelessness, neighborhood groups and other entities specifically impacted by the development of 0-30% Area Median Income (“AMI”) housing for the homeless.
Works with DRH on the three year shelter expansion plan.
Analyzes housing development financial statements/operating budgets and operating budgets to determine the financial feasibility and if public and/or private investment is required recommends the type, amount, and use of public and private financing.
Monitors projects and programs (PBV/LP) for conformance to approved plans and contract commitments.
Develops a communication plan and related project status reports for key stakeholders and provides updates on project activities and information on risks and mitigation strategies.

Minimum Education Requirements
* Four year degree in business or public administration, urban studies, planning, finance, or related field.
Minimum Experience Requirements
* Demonstrated experience in tax credits, bond financing and loans.
* HUD-related housing finance experience desirable.
* Experience with supportive and service-enriched housing programs.
* Working knowledge of housing and serving homeless and other vulnerable
* Thorough knowledge of local government as it relates to housing development.
* A combination of appropriate education and experience may be substituted for the
minimum education and experience requirements.
Licenses and/or Certifications
* A valid Colorado driver license is required. Eligibility to drive must be maintained in
accordance with the Personnel Policy.
