The Norfolk Redevelopment and Housing Authority (NRHA) is seeking an experienced, innovative, and dynamic professional to lead affordable housing and urban development projects in the city of Norfolk, Virginia.

Founded in 1940, NRHA is an award-winning public housing authority designated by the U. S. Department of Housing and Urban Development (HUD) with a record as a high-performer for its assisted housing programs.  NRHA is effective in obtaining private investment partners to fund new neighborhoods, improving low-income public housing, planning and building mixed-income communities, and offering support programs to residents who receive rental assistance on their path to self-sufficiency.  NRHA aims to create and apply meaningful and innovative programs to serve the residents of Norfolk.  NRHA employs people who want to work in a challenging and progressive environment and make a positive difference in their community. 

NRHA administers 3,091 low-income public housing units and is allocated for 3,849 housing vouchers.  This year the U.S. Department of Housing and Urban Development (HUD) awarded NRHA and the City of Norfolk a $30 million Choice Neighborhoods Initiative (CNI) grant both in support of the physical transformation of the St. Paul’s, downtown Norfolk area, as well as the support of the public housing residents affected by the redevelopment. 

The Executive Director administers an organization of approximately 305 staff members and a budget of $111 million.  The Executive Director establishes and communicates NRHA’s strategic vision, leads the development of division objectives and strategies, leads key Authority initiatives, oversees financial and other resource acquisition efforts, establishes public and private partnerships, monitors and maintains effective and efficient organization operations,  and represents the organization before the public, government entities, and other parties.  In addition, the Executive Director serves as Secretary to the NRHA Board of Commissioners, a city government-appointed body to whom the Director reports.

The ideal candidate will have a master's degree in urban planning, public administration, business administration, or a related field, and at least 10 years of experience in the public housing and redevelopment operations. Equivalent combinations of education and experience will be considered.
