The Director of Development & Capital Fund Program is responsible for progressively carrying out the rehabilitation, housing development, and modernization initiatives to include the Capital Fund Program (CFP) and community development programs in the City of Portsmouth. Assumes full management responsibility for the Development Department and Capital Fund programs, services and activities; responsible for implementing and managing a variety of development projects using various strategic avenues including but not limited to mixed finance, low income housing tax credits, revenue bonds, private mortgage financing and other financing tools used in development projects. Directs the activities of the divisions involved in the planning and execution of such activities in redevelopment and/or conservation projects and coordinates the background research and preparation of Authority financial applications for proposed undertakings. In conjunction with this work, acts as liaison with project area residents in the completion of redevelopment plans and amendments thereto; is liaison with City, State, and Federal officials and consulting firms in the completion of related applications. Amends budgets and financial plans; oversees the Authority's project activity control system with particular emphasis on periodic review of project budgets; coordinates the Authority's Local Rehabilitation Loan Program. Coordinates the Authority's engineering and project improvements program; serves as principal liaison with the HUD Area Office in matters relative to the department; supervises employees working within the department.
In-depth knowledge of federal, state and local laws, pertaining to real estate, mortgage lending, underwriting and appraisals. Comprehensive knowledge of HUD guidelines related to Mixed Finance Housing, Capital Fund, Resident Assistance Demonstration(RAD), LIHTC and other federally aided and redevelopment and housing programs. Thorough knowledge of the operations of City government and municipal finance. Experience in mortgage and credit transactions and general knowledge of construction, engineering and planning. Thorough knowledge of the principles, procedures, regulations and methods of property acquisition and disposition. Thorough knowledge of current construction and associated cost, rental rates, operating expenses, budget preparation and administration as it relates to public housing redevelopment and rehabilitation. Master's Degree in Public or Business Administration, Urban Planning, Finance, Engineering or a related field is preferred with five years’ responsible experience in a professional position directly related to redevelopment and housing; or graduation from a college or university of recognized standing in same areas of concentration above with seven years' experience in redevelopment and housing required.
