Minimum Qualifications

Bachelor's degree in Engineering, Architecture, Construction Engineering, or a related field. Seven years of experience in the design, construction or management of construction projects are required.  A State of Florida Professional Engineer license, State of Florida Registered Architect license, Miami-Dade County or State of Florida General Contractor's certificate, Miami-Dade County or State of Florida General Building Contractor certificate, or Miami-Dade County or State of Florida General Engineering Contractor certificate, a Certificate of Eligibility in General Building or General Engineering may substitute for the required education.

Preferences

Experience with large, complex government and private-funded development projects to include Low Income Housing Tax Credits (LITCs), HOME, Surtax, funding layering for affordable housing, HUD regulations and requirements is highly preferred.

Recruitment Notes

This position is responsible for direct oversight of the financial aspect of development projects including layering for affordable housing; managing large complex development projects using government and private financing to include Low Income Housing Tax Credits (LIHTCs), HOME, Surtax, etc,; reviewing, editing and negotiating developing agreements including regulatory and operating agreements; developing proposals/pro-forma; and assisting with drafting Request for Proposals (RFPs). Other assigned duties include coordinating and managing community development aspects of projects and programs; meeting with public industry professionals, elected officials, government agencies, community leaders and public housing residents. This position entails the ability to provide oversite  of development activities. developers and contractors, as well as clear and concise communications skills. Pursuant to the authority in Chapter 8B of the Code of Miami-Dade County, all employees of PHCD will be required to adhere to directives from the Mayor or the Mayor's designee to report to work and perform all duties assigned during a declared state of emergency.
