The Spartanburg, South Carolina, Housing Authority (SHA) seeks a Chief Executive Officer to provide strategic leadership, guide RAD conversion, and build partnerships to increase available affordable housing. Working with a staff of 50 full-time employees and an annual budget of $21 million, the CEO oversees nine properties and 722 units and directs, plans, organizes and coordinates all SHA programs and activities. The CEO serves in an advisory capacity to the Board on matters of policy, strategic initiatives and economic feasibility and provides information and recommendations to support board governance.
The successful candidate must have a Bachelor's degree in public administration, business administration, or finance administration, or a related field, Master’s degree preferred, and seven years of progressively responsible experience in agencies providing and developing affordable housing or an equivalent combination of education and experience. Experience providing strategic leadership, working with a governing board, managing agency operations and staff, and interacting with state and federal housing agencies is required. Candidates must have strong interpersonal and communications skills.
Qualified candidates will have experience in RAD and demonstrate experience in financing and developing affordable housing, mixed-income, mixed-use and market rate developments, including the use of low-income housing tax credits. Residency in the County is required.
SHA will offer a competitive compensation package including an anticipated salary of $150,000—$170,000 depending on qualifications and experience, negotiated incentive pay based on successful RAD conversions and generation of non-HUD revenues, and a competitive benefits package provided through South Carolina Public Employee Benefit Authority (PEBA) which includes comprehensive medical benefits, dental, life insurance, vision, and disability benefits. The retirement pension plan benefit is through the South Carolina State Retirement System and requires mandatory participation with an option to participate in a supplemental defined contribution plan. Relocation assistance and a vehicle allowance will be provided.
