Summary

The primary purpose of this position is to support the Director of Finance by managing the accounting and financial activities of the Authority, including the maintenance of all books and records in accordance with GAAP, GASB, and HUD regulations. The incumbent supervises department staff; helps manage the fiscal process; reviews and approves general ledger activities, including closings and the preparation of related reports; and ensures compliance with applicable regulations.

 

All activities must support the Housing Authority of Baltimore City (“HABC” or “Authority”) and related entities’ mission, strategic goals, and objectives.

 

Essential Duties and Responsibilities

The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.

  • Manages the work of staff including: assigning, planning, and reviewing work; evaluating work performance and completing performance evaluations; coordinating activities; maintaining standards; allocating personnel; selecting and training new employees; completing staff training; acting on employee problems; and recommending and implementing discipline.
  • Responsible for oversight, coordination, guidance, and supervision of day-to-day activities related to the financial operations and accounting of HABC housing programs. Duties include, but are not limited to, cash management, general ledger maintenance and integration, recording and tracking of fixed assets, grant accounting and reporting activities, and financial reporting and analysis.
  • Supervises the day-to-day accounting processes for the Authority, including the timely and accurate processing of the accounting module, all subsidiary ledgers, and manual transactions for the general ledger.
  • Oversees all accounts, ledgers, and reporting systems to ensure compliance with HUD based Asset Management requirements, appropriate GAAP standards, and regulatory requirements.
  • Assists the Director of Finance with all audit activities, ensuring the timely and accurate completion of audit reports and footnotes. Responsible for the timely and accurate preparation and presentation of FDS submissions, in compliance with HUD regulations.
  • Oversees all activities related to fixed assets, depreciation, leases, and notes.
  • Performs periodic analyses of financial data and presents financial reports in an accurate and timely manner. Monitors financial progress and changes to keep senior leadership informed of HABC’s financial status.
  • Provides oversight to trial balance activities for programs assigned to Program Accountants and Accounting Clerk.
  • Assists with the development and maintenance of HABC’s financial policies and procedures. Implements new policies and procedures resulting from changes to Authority programs and federal, state, and local directives.
  • Oversees the coordination and production of all internal and external financial reporting, including the monthly, quarterly, and year-end reports and closings. 
  • Ensures that the cash position, cash needs, and anticipated receipts of all sources are known at all times and that sound fiscal judgment is exercised in utilizing these funds.
  • Reviews work papers and financial reports for reasonableness and accuracy; manages the internal and external financial reporting systems as requested.
  • Reviews, approves, and posts journal entries provided by Finance staff.
  • Interfaces with staff throughout the Agency, independent auditing firms, and other federal, state and local governmental agencies.
  • Works with HABC departments to identify funding needs and matches needs with sources of revenue. Allocates expenses in accordance with funding requirements or practices established by the Budget section.
  • Maintains all areas of the Industry Software for general ledger reporting, including the Chart of Accounts, detailed general ledgers, and financial reports. Analyzes all general ledger accounts and financial reports for accuracy. Assists with year-end reporting and entry of the Financial Data Schedule (FDS) into Financial Assessment Sub-System (FASS).
  • Researches accounting issues and recommends solutions for complex transactions as needed. Assists in resolving customer and employee issues and concerns.

Education and/or Experience

Bachelor's Degree in accounting, finance, business administration or related field(s) and a minimum of 6 years of finance experience, including a minimum of two (2) years of supervisory experience. Masters Degree in Business Administration (MBA) and/or Certified Public Accountant (CPA) designation preferred. An equivalent combination of education, training, and experience may be considered.  Must possess a valid driver’s license and be insurable under the Authority’s plan.

 

Technical Skills

To perform this job successfully, the employee should have strong computer skills (e.g. MS Word, Excel, PowerPoint, and Outlook). Must have the ability to learn other computer software programs as required by assigned tasks.
