HUD and USICH Launch “Dedicating Opportunities to End Homelessness”

On September 20, HUD and the U.S. Interagency Council on Homelessness (USICH) announced the launch of a new initiative, entitled “Dedicating Opportunities to End Homelessness.” The initiative targets ten priority communities, seven of which are CLPHA members: Atlanta, Chicago, Fresno, Houston, Los Angeles, New Orleans, Philadelphia, Phoenix, Seattle, and Tampa. It aims to draw on local data and relationships; encourage collaboration between community leaders, across HUD program silos, and with USICH; and align and supplement existing plans to address homelessness, in service of meeting the goals of Opening Doors: A Federal Strategic Plan to End Homelessness.

Housing Choice Voucher Programs Feeling the Impact of Funding Cuts

Continued cuts to Housing Choice Voucher Administrative Fees are having an impact on housing authorities’ ability to serve low-income households in need of housing assistance. Administrative fees were fairly predictable from 2004-2007 and then fluctuated between 86 and 92 percent over the next few years. Fees were cut in 2011, resulting in a proration of 86 percent, and cut again in 2012, leaving housing authorities to receive only 74 percent of what they earned. Now, with a Continuing Resolution in place for the first six months of Federal Fiscal Year 2013, housing authorities must operate their programs with only 70 percent of earned administrative fees starting in January. Housing Choice Voucher programs cannot withstand this degree of underfunding.

Changes at CLPHA

CLPHA congratulates Research & Policy Analyst Theresa Finney Dumais on the recent birth of her daughter, Olive Pilar. Theresa is now on maternity leave, but we look forward to her return in January. In the meantime, her portfolio will be covered by CLPHA's newest staff member, Carmen Brick, who joined as a Research & Policy Analyst on September 24.

Assisted Living Units in the Housing Choice Voucher Program

On September 28, HUD issued Notice PIH 2012-40, which implements a provision of the Section 202 Supportive Housing for the Elderly Act of 2012 (Public Law 111-372), which allows housing authorities to require Housing Choice Voucher holders to pay more than 40 percent of monthly adjusted income for a unit in an assisted living facility.

HUD Issues Notice on Processing Information for Replacement Housing Factor Plans

On September 28, HUD published PIH Notice 2012-41, which clarifies requirements for the receipt of first and second increments of Replacement Housing Factor (RHF) funds. This notice supersedes the fragmented guidance on RHF fund grants found in PIH Notices 2003-10, 2004-15, and 2005-22. HUD has posted additional policy changes on the RHF webpage that are not incorporated into the current notice.

The AmeriCorps National Civilian Community Corps (NCCC) is seeking to establish contact and partnerships with housing authorities that may be able to provide accommodation to NCCC-FEMA Corp teams deployed to their respective communities to assist with disaster response efforts.
