CLPHA Testifies at Senate Hearing on Rental Assistance Reforms

On August 1, Keith Kinard, CLPHA Board Member and Executive Director of the Newark Housing Authority (NHA), testified on CLPHA’s behalf before the Senate Banking Subcommittee on Housing, Transportation and Community Development. Subcommittee Chairman Robert Menendez (D-NJ) convened the hearing on the importance of “Streamlining and Strengthening HUD’s Rental Housing Assistance Programs”.

Short-Term Budget May Create Shortfall for Public Housing Operating Fund

CLPHA has met with the White House Office of Management and Budget (OMB) and had conversations with congressional leaders to draw attention to a funding glitch that may occur under an appropriations continuing resolution (CR) when the all-but-certain CR to fund the government after September 30 occurs.

Rental Assistance Demonstration Final Notice

On July 26, HUD published PIH 2012-32 and Federal Register Notice Docket No. FR-5630-N-03, the Final Notice for the Rental Assistance Demonstration (RAD). In addition to the Final Notice, HUD also published its response to public comments as well as a final notice overview. All documents are available on HUD’s RAD website.

CLPHA Sponsors RAD Training Workshop in Chicago

CLPHA, in partnership with the National Equity Fund (NEF) and Enterprise Community Investment, Inc., is sponsoring a RAD Training Workshop in Chicago, IL on September 6-7 entitled “Making a RAD Deal Work”. The workshop is geared specifically at housing authorities interested in applying for RAD. Housing authorities with all levels of experience in conducting RAD-like deals are welcome to attend; registration is free.

HUD Proposes FY13 FMRs

On August 3, the Federal Register published HUD’s proposed Fair Market Rents (FMRs) for Fiscal Year 2013. The proposed FMRs reflect several methodological changes. First, HUD has made several improvements to its methodology for calculating the recent mover factor, which is calculated as the percentage change between the five-year 2006-2010 American Community Survey (ACS) two-bedroom gross rent and the one-year 2010 ACS recent mover two-bedroom gross rent for the recent mover factor area.

Energy Retrofit Survey and PILOT Opportunity

ARIES Collaborative, in partnership with Building America (a U.S. Department of Energy program that develops and evaluates technologies that improve the comfort, safety, durability and energy efficiency of the nation’s housing) is developing a set of cost-effective, energy efficient measures designed specifically for use by public housing authorities. This project is starting with a survey of selected public housing agencies to help ARIES assess the potential opportunity associated with implementing a set of energy improvements in the short period (several days) between occupancies..
