HUD has issued notice of a proposed rule to streamline the Housing Choice Voucher portability process. The proposed rule grows out of a March 2010 convening of stakeholders, in which CLPHA and several of its members participated. It aims to more clearly delineate the roles of initial and receiving housing authorities (HAs), improve accountability in portability billing arrangements, and increase family choice and reduce burden in locating suitable housing.
