CLPHA Analysis of AHSSIA Discussion Draft

The House Financial Services Committee is circulating a discussion draft of a bill entitled “The Affordable Housing and Self-Sufficiency Improvement Act of 2012” (AHSSIA). AHSSIA is a successor to the previously-circulated Section Eight Savings Act (SESA), which CLPHA analyzed here, as well as select provisions from previous versions of the “Section 8 Voucher Reform Acts (SEVRA)”.  The bill’s first title includes a few significant, and largely positive, changes to the SESA language.

PIH Notice on Guidance for Public Housing Operating Fund

On January 20, 2012, HUD published PIH-Notice 2012-02, providing guidance on eligible uses for Public Housing Operating Funds.  The Notice states that, for 2012, PHAs may use operating reserve amounts above the HUD recommended minimum level of operating reserves to pay for capital improvements that are not large modernization projects.

FY12 Choice Neighborhoods Implementation Grants NOFA

On January 10, 2012, HUD published the FY12 Choice Neighborhoods Implementation (CNI) Grants Notice of Funding Availability (NOFA).  The NOFA announces $110 million available for implementation grants for awardees that “revitalize a severely distressed public and/or HUD-assisted multifamily housing project located in a distressed neighborhood into a viable, mixed-income community.”  HUD anticipates awarding four to five grants not to exceed $30 million each. At least $80 million of the total $120 million appropriated in FY12 for CNI grants must be awarded to applications in which a public housing authority is the lead applicant co-applicant. HUD plans to publish a separate NOFA for the $10 million appropriated for CNI Planning Grants at a later date.
