HUD FY12 Budget – The Way Forward is Unclear

Over the past few months, the fire and smoke over the federal debt ceiling, deficit reduction and spending cuts exhausted all the oxygen in the room for the FY12 budget and appropriations process.  As the first stage of the deficit reduction package gets underway, policymakers agree the next stage is critical.  CLPHA participated in a recent conference call in which White House officials asserted that the deficit reduction job is not finished; protecting Medicaid, Medicare and Social Security serving low-income persons is paramount; and, completing the job of deficit reduction in a balanced fashion will require help.

HUD Hosts Meeting on Operating Reserve Offset Implementation with PHA CFOs

On August 2nd, HUD hosted a meeting on their implementation plans for the proposed offset of PHA operating reserves in 2012. The meeting, held in Kansas City, MO, was attended by several PHA CFOs, accounting consultants for PHAs of all sizes, public housing industry group representatives, and HUD staff.

HUD Director of Public Housing Programs, Shauna Sorrells, opened by describing the objective of the meeting, which she said was not to be focused on HUD’s policy decisions regarding the offset. Instead, she said it was intended to focus on a reserve adjustment process, how certain “special consideration items” were accounted for by PHAs, and what threshold levels should be established for these items.

CLPHA Attends White House Rental Policy Alignment Conference

CLPHA executive director Sunia Zaterman and general counsel Stephen Holmquist attended the recent Rental Alignment Conference at the White House, where the administration discussed progress being made on a number of administrative solutions to better align and utilize affordable rental housing programs administered by the Department of Housing and Urban Development, the Department of Agriculture, and the Department of the Treasury.

New Guide on Working With Homeless Women Veterans

On Wednesday, July 20, Secretary of Labor Hilda Solis released Trauma-Informed Care for Women Veterans Experiencing Homelessness: A Guide for Service Providers. The guide is the result of nationwide listening sessions with women veterans and service providers about the challenges of homelessness and successful reintegration into civilian life and the unique experiences and needs of women veterans.

“Returning Home” Seeks to End Cycle of Incarceration and Homelessness

On July 12, the Corporation for Supportive Housing (CSH) held a National Stakeholder Briefing on their Returning Home Initiative and FUSE (Frequent User Systems Engagement). Returning Home is an initiative, launched by  CSH in 2005 “to end the cycle of incarceration and homelessness…by embedding supportive housing as a key element in successful re-entry and jail diversion efforts through integration of criminal justice, housing, and behavioral health policies, programs, and resources.” Read More >

Housing Authorities Playing Increasing Role in Ending Homelessness

From July 13-15, the National Alliance to End Homelessness (NAEH) held their annual National Conference to End Homelessness. CLPHA Research and Policy Analyst Leah Staub, as well as several CLPHA members, attended the conference. Though only one session focused exclusively on housing authorities as partners in the effort to end homelessness, excitement about partnerships with PHAs was expressed in several of the sessions.
