CLPHA Advocates for Level Playing Field in PBCA Program

CLPHA and industry groups are encouraging HUD to continue to provide equal access to all qualified organizations in the Performance-Based Contract Administration (PBCA) program.
In a joint letter from CLPHA, NAHRO and PHADA to Carol J. Galante, HUD Deputy Assistant Secretary, Office of Multifamily Housing Programs,  the groups point out that "Public housing authorities (PHAs) across the country have served as outstanding performers under PBCA and have a strong and proven track record in providing these services to HUD."

Rep. Waters Seeking Support for Industry Funding Request

Chairwoman Maxine Waters (D-CA) of the Housing and Community Opportunity Subcommittee of the House Financial Services Committee is circulating a “Dear Colleague” letter to other House members requesting their support for full funding of HUD housing programs in the appropriations bill for fiscal year 2011.   Included in the letter is a request of $5 billion each for the public housing operating and capital funds; $19.55 billion for tenant-based rental assistance; and $1 billion for the housing trust fund.

Implementation of 2010 Voucher Funding

All PHAs should have received notice of their 2010 funding allocations for the Housing Choice Voucher (HCV) program, including an Allocation Letter, the detailed calculations behind the allocation amount, and notes explaining each data item in the calculations.  This year’s HCV proration is 99.5%.

HUD Hosts SEMAP, Portability Discussions

HUD this week convened housing authorities and industry groups to discuss Section Eight Management Assessment Project (SEMAP) indicators, and the challenges of voucher portability.  The discussions are part of HUD’s efforts to work with PHAs to improve the systems that guide their shared work.  

The SEMAP discussions centered on how well existing and proposed indicators work to identify successful and effective voucher programs – and to learn which authorities need additional support.

White House Energy Forum Highlights Cooperation, Local Success

A White House clean energy forum this week brought  national and local leaders together to emphasize the administration's commitment to building a clean energy economy. Transportation Secretary Ray LaHood and HUD Secretary Shaun Donovan talked about the relationship between  housing and transportation, and how they are working to implement the administration's energy agenda.

Weatherization Pre-Approved Properties Announced

Earlier this week, the Department of Energy (DOE) issued three lists of public and assisted housing properties that are pre-qualified for the DOE Weatherization Assistance Program (WAP). The lists include more than 17,000 public and assisted housing properties that are income-qualified to receive WAP funding.

Smoking in Public Housing: On the Way Out?

HUD may not have guidance on smoking, but the Department issued a notice in July 2009 strongly encouraging PHAs to adopt non-smoking policies in some or all of their units.

CLPHA did an informal survey of its members asking about their policies, and found a range of policies and resident outreach programs -- many of which pre-date the HUD notice.

CLPHA Initiates New Economic Impact Study

CLPHA has initiated a study measuring the impact of the $4 billion in capital funds provided to housing authorities through the American Recovery and Reinvestment Act of 2009 (Recovery Act). The study will build upon the analysis of the CLPHA-initiated 2007 report, Assessing the Economic Benefits of Public Housing. This study will again be conducted by the Econsult Corporation, in collaboration with NAHRO and PHADA, and funded by the Housing Authority Insurance (HAI) Group.
